3772831 - CG12 phrase editing blocked by intermittent catalog locks

Symptom

  • Users cannot edit phrases in transaction CG12 because the phrase catalog is reported as blocked by another user.
  • The issue is intermittent; access is sometimes possible but often blocked. The following error message is raised:

    "XXXX is editing the object.
    It can only be displayed; the data is unreliable."
