3772876 - Order POD - relaxed flow toggle has no effect; partial quantities proceed to next operation even when off

• The relaxed flow toggle in routing configuration for production orders in the Order POD does not change behavior when turned on or off.
• Users can start the first operation, post a partial yield using the quantity confirmation plugin, and then start/confirm the second operation regardless of the relaxed flow setting.
• The same behavior occurs even when orders are created with relaxed flow set to off from the beginning.
