3773159 - Unable to open 'Technical Settings' in Customizing in SARA with error "SAP System has status 'not modifiable'"

When click on Customizing->Archiving Object-Specific Customizing->Technical Settings, Error "SAP System has status 'not modifiable'" comes out.
