3773366 - Latest PM Form - Summary Section has no link to Development Goal for the identified rating gap

Create Development goal option, while there’s a gap in rating in the competency section, is not showing in the latest performance form whereas it’s showing in the legacy version.

1. Enable the latest experience of performance management forms in Feature Settings.
2. Open a performance form that includes competencies and has ratings populated.
3. Navigate to the summary section and locate a competency with a rating gap; notice the missing hyperlink/action to create a development plan from the gap summary.
4. As a comparison, switch off the latest experience (use the legacy view) in Feature Settings, open the same form, and observe that options like “View/Edit development goals” or “Add development goal” are available.

Engineering have confirmed a patch release to fix this issue. Scheduled release: 28-Jul-2026 for Preview, 30-Jul-2026 for Production.

Please add the development goal from the goals drop-down.
