3773445 - After disabling client pki; r3trans still shows ENCRYPT=TRUE and sslValidateCertificate=FALSE

• After disabling client PKI, dispatcher and work processes terminate during restart.
• R3trans -d shows connect properties still include ENCRYPT=TRUE and sslValidateCertificate=FALSE. It still shows the removed parameters in the connection properties:
