3773449 - GA776 occurs when running cumulative allocation cycle

When running an allocation cycle with the Cumulative indicator active, the system raises message:

GA776 – Cumulation not possible; no stable allocation network exists for year

The message can occur when executing a later period, even though an earlier period was executed successfully and the allocation cycle or segment was not changed.

The error may also occur during a test run.
