3773477 - Allocation cycles with the same name can exist in Manage Allocations (F3338)

Symptom

Users notice multiple allocation cycles with the same cycle name in the Manage Allocations (F3338) app and assume that duplicate allocation cycles have been created.

The system does not display an error or warning when creating a cycle with a name that already exists.
