3773486 - Error “Overall budget and/or annual budget cannot be processed” when returning budget in IM38

Symptom

When returning budget using transaction IM38, the system issues the following message:

“Overall budget and/or annual budget cannot be processed”

The issue can occur even though an amount is displayed as distributable in an Investment Management report.
