Symptom
- Users with proxy permission assigned via Proxy Import are unable to proxy after the proxy target user's department is changed. The following error is displayed during the proxy attempt: "The username is invalid for the account owner."
- The proxy assignment still appears in the Security Permission Report but is not found or searchable in the Proxy Management UI. Prior to the department change, both the Proxy Management UI and the Security Permission Report displayed the assignment, and proxy functioned correctly.

Reproducing the Issue
- Import a proxy assignment granting User A the right to proxy as User B.
- Change the department of User B.
- Log in as User A and attempt to proxy to User B.
- Result: The error "The username is invalid for the account owner" appears and the proxy fails.
In Proxy Management, the assignment cannot be found; however, the Security Permission Report still shows the assignment exists.
Cause
The proxy user (User A) holds both a "Proxy Management" permission (assigned at the RBP role level) and an explicit by-name proxy assignment. When both exist simultaneously, the system performs additional Target Population validation.
After the department change, User B moves outside User A's Target Population, causing the proxy invocation to fail despite the by-name proxy record still existing.
Resolution
Option A: Expand the role's Target Population to include User B's new department so that the proxy target falls back within the TP scope and proxy works as expected.
Option B: Remove the "Proxy Management" permission from User A's role and rely solely on the by-name proxy assignment (via Proxy Import or Proxy Management entry). The by-name assignment will then function independently of Target Population changes.
