3773635 - Cannot set change number as mandatory in CS01/CS02 transactions when SAP_ALL profile is assigned

Symptom

The authorization field NOHIS cannot be changed from "*" to " " for authorization object C_STUE_NOH with SAP_ALL profile. Because of this change number cannot be set as mandatory in CS01/CS02 for SAP_ALL authorization profile.
