Symptom

In SAP Transportation Management System (SAP TM), charge calculation fails with TM zones. Locations are maintained in the correct transportation zones but system is not able to find the zones.
Error: "No matching scale item found for rate fetch quantity &1/&2 in scale &3". (/SCMTMS/TCC_MSG 044)
