3774162 - Why On Behalf Of user of the Non-PO invoice is unable to reconcile invoice exception?

On Behalf Of user of the Non-PO invoice is unable to reconcile the invoice exception, despite having Requester Allowed set to Yes in the invoice exception configuration.

However, the same user when added as On Behalf Of is able to reconcile exceptions on the PO invoice, without any groups and permissions to reconcile the IR.
