3774580 - Excel data loader uploads slow or stuck in "Waiting" or "In Progress"

Symptom

  • During migration testing, Excel uploads via Incentive Management workspaces are significantly slower in GCP.
  • In legacy, uploads complete in under 5 minutes; in GCP, the same uploads take 20–45 minutes or remain in Waiting status.
  • Some uploads remain in Waiting for over an hour without completion.
  • Multiple users across different browsers and locations consistently observe the slowness.
  • Backend job status for the upload shows IN_PROGRESS without completion.
