Symptom

Error occurs during execution of task list SAP_FIORI_CONTENT_ACTIVATION

Failure at step:

Activate OData and Publish Service Group

Following services fail:

MCM_INSTANCE_DATA_SB (V1)
UI_CMMDTYEXPENSEBUFFER (V1)
UI_MCM_TESTDATA (V1)

Manual activation via /IWFND/MAINT_SERVICE fails with:
Metadata not loaded - See /IWBEP/ERROR_LOG
Backend: LOCAL_TGW
Exception: CX_SADL_ASSERT

Error appears in /IWBEP/ERROR_LOG
