3775303 - XML exports missing the first record when exporting large result sets on Incentive Management

• XML extracts from the Rules Wizard or Plan Components sometimes contain one fewer record than displayed in the UI.
• The first rule in the UI may be missing in the XML or exported as an empty element when exporting more than 500 records.
• When using “Export current effective version only”, only 1000 records are exported even when the UI shows more.
• In some environments, “Failed export XML” may occur when exporting large result sets.
