When selecting control key at operation level in Manage Inspection Plan app, you find some control keys are missing in drop down list.

1. Go to Manage Inspection Plan app.
2. Select inspection plan and navigate to the operation level page.
3. Click "Edit" button and check the control key.
4. Observe that only a limited set of control keys is available for selection.

If "Insp. Char Required" is set in the control key, it specifies that inspection characteristics are to be maintained for operations in Quality Management (QM) and Production Planning (PP).

Therefore, only control keys with "Insp. Char Required" indicator enabled in configuration are available for selection at the operation level in Manage Inspection Plan app.
