3775459 - Joule Skill Invocation through Joule Agent fails with Destination or Authorization Error

Symptom

A Joule skill runs successfully when executed or tested directly. However, when the same skill is invoked through a Joule agent, the execution fails and the underlying API is never called. No request reaches the backend system, indicating that the issue occurs before the API invocation, typically due to destination configuration, authentication, or authorization problems.
