Unexpected Target Population ( "All (Employees)" ) via Manage Permission Roles > View History > Role Assignments

Reproducing the Issue
- Create or identify a permission role that contains only permissions that do not require a target population (no “†Target needs to be defined” indicator).
- Open the View History > Role assignments and notice the target population column becomes visible and shows the default value "All (Employees)".
- View History for the role and observe that "All (Employees)" may appear on a subsequent timeslice.
Cause
This is expected system behavior.
Resolution
For permissions without the “†” indicator, the system-defined target population ("All (Employees)") is non-functional and does not change permission behavior.
