Symptom
You import multiple journals using the Import Group Journal Entries app.
You have activated the balance validation flag and activated a validation rule set. The rule set activation's date is posterior to the posting date of the imported journals.
As the posting date of the journals is before the rule set activation date, you expect the system to mass process (mass check an mass post) the journals in the system. But still the system does not mass process the imported journals.

Cause
In the Import Group Journal Entries app, you can import multiple journals at once, but each journal must be checked and posted separately.
The system checks whether the journals belong to a document type, that belongs to a task with the balance validation flag action. This is a temporary restriction from SAP with no committed removal date.
As this restriction is just temporary, the check is not complex and does not check whether there are actually any relevant rules for that journals. So in the case of a historical data load, the import is still restricted, even if no validation is executed.
Resolution
The system works as designed. The import is restricted when the Balance Validation flag is active for the task, but as it is a temporary restriction, it was not designed to consider the historical data load. Hence in the case of a historical data load, the import is still restricted even if no validation is executed.
