Symptom
Email notification URL link to the job application profile returns authorization error instead of opening the application when clicked by concurrent employees.
Error message: "The requested operation is not available. This problem is due to the following reason(s): You are not authorized to access the functionality you have requested. If you continue to experience problems, please contact your administrator."

Reproducing the Issue
- User receives a recruiting email notification containing [[APPLICATION_PROFILE_URL]] tag.
- Click the URL link.
- Observe the error message: "The requested operation is not available. This problem is due to the following reason(s): You are not authorized to access the functionality you have requested. If you continue to experience problems, please contact your administrator."
Cause
The user has multiple employments, and the primary employment lacks required Recruiting permissions. Deep-link access from the email authenticates against the primary employment and does not switch context to the secondary employment that has the Recruiting role.
Resolution
Confirm necessary Recruiting permissions and appropriate Recruiting role assigned to user's primary employment.
