3776377 - Unable to subscribe to API product in Developer Hub due to missing ACL roles

Symptom

Users with standard administrative role collections such as AuthGroup.API.Admin, AuthGroup.API.ApplicationDeveloper, AuthGroup.Content.Admin or AuthGroup.Site.Admin are unable to subscribe to API products in the Developer Hub. The following error is displayed during subscription attempt:

  • Unable to add the product to this subscription
  • Unable to create application. You do not have the required role to subscribe to the product <product name>

This issue occurs when the API product has custom Access Control List (ACL) roles configured under the Product Permissions tab (Discover and Subscribe roles). Previously, users with the above administrative role collections could subscribe to all API products regardless of product-level ACL configuration. Following a recent product change to harden ACL enforcement, product-level Subscribe permissions are now evaluated during subscription creation.
