3776405 - Could not create subaccount pair: SAP BTP Multi-Region disaster recovery error

Symptom

You are trying to pair primary and secondary subaccounts to facilitate Multi-Region disaster recovery (DR) using SAP BTP Command Line Interface (btp CLI).
This operation fails with the below error:

********************************************************** 
btp create disaster-recovery/subaccount-pair --subaccount <subaccount A> --with-subaccount <subaccount B>
Could not create subaccount pair.
Error message: regions eu10 and eu11 are not paired
********************************************************** 

In the above example, the two subaccounts are in regions: EU10 and EU11.
