3776513 - api_outbound_delivery_srv creates deliveries despite item-level delivery block; differs from vl01n behavior, s/4hana

Symptom

  • The API_OUTBOUND_DELIVERY_SRV (version 2) creates outbound deliveries even when the referenced sales order has a delivery block at item level (schedule line).
  • This behavior is inconsistent with transactional processing, where the delivery block is intended to prevent delivery creation until released.
  • In transaction VL01N (and VL10A), the delivery block at item level is respected and delivery creation is blocked.
