3776747 - NO:VAT Party ID Type not available for Norway in Peppol Exchange configuration

NO:VAT (Peppol ICD 9909) is not available in the Party ID Type dropdown when configuring Norway in the Peppol Exchange / eDocument framework within SAP Document and Reporting Compliance (DRC).

• DE:VAT and FR:VAT are present for Germany and France respectively, but no Norwegian VAT-based equivalent exists.
• Only NO:ORG and NO:ORGNR are visible when Country = NO (Norway) is selected in the customizing view EDOEUBUPAV.

The expectation is that NO:VAT would serve as the equivalent identifier for Norway, similar to how DE:VAT (scheme 9930) is used for Germany and FR:VAT (scheme 9957) for France.
