If you are a customer, you don't have access to provisioning, so this change is made by SAP Support team or your authenticated partner, to facilitate the search of fields/jobs/commands inside provisioning environment.
This change can be made inside provisioning via Company Settings > search for Default Language field

NOTE: when changing the default language of provisioning, this will not only change provisioning labels, translating the fields to the configured language. It will also affect the language of new Onboardee users (ONB2.0). Their default initial language will be the same as the Default Language setting for your company via the backend in Provisioning. - as per KBA 2395445
