• Unable to gain access to the instance.
• After login, a security question prompt appears but the questions list is empty (no selectable options).
• The prompt blocks interaction; the user cannot proceed or navigate elsewhere.
• No current users have admin access to the environment.

1. Log in to the instance
2. Observe that a security question setup prompt appears with an empty dropdown (no questions listed).
3. The prompt prevents further navigation or any other action.

Configuration and data issue in the password policy resulting in an empty security question list and blocked login.

1. If no admin can access the instance, request creation of a Super Admin user following the guidance in the referenced article. Provide the required details to support as outlined here. 2186617 - Creating new Super Admin User in SuccessFactors
2. If login remains blocked by an empty security question prompt, request backend assistance to Engineering Team to temporarily disable the security question requirement. (engineering to run the appropriate backend fix).
3. After backend changes, verify that login succeeds and that admin access to Administration tools is restored.
4. If required by company policy, re-enable and properly configure security questions and password reset options.
5. Review and set values under Password & Login Policy.
