3777054 - Failed trfcs with network issue are not reprocessed automatically by the outbound scheduler

Symptom

Due to some network issue, many trfcs failed but they're not reprocessed automatically by the outbound scheduler.

In SM37, there's also no ARFC* job created and scheduled for report RSARFCSE.
