3778034 - WBS Settlement rule not created on initial save in CJ20N, created only after subsequent change

Symptom

  • During WBS creation in Project Builder (CJ20N), the settlement rule is not created on the initial save.
  • Substitution based on project type correctly sets the settlement profile and allocation structure during creation.
  • The settlement rule is created only after changing the WBS in Created status and saving again.
  • The behavior impacts mass WBS uploads/migration (for example via LTMC), where settlement rules are not generated at initial load.
  • No error messages are displayed.
