3778706 - Error: "HTTP response 404: Not Found" - Purchase Info Record or cost change fails in Managed Gateway for Spend&Network

Symptom

When I send a Purchase Info Record or a cost change transaction from SAP Ariba Buying and Invoicing (B&I) it is failing at the Managed Gateway for Spend&Network (ISMG) transaction tracker with the error message: "org.apache.cxf.transport.http.HTTPException: HTTP response '404: Not Found. <!DOCTYPE HTML PUBLIC ... when communicating with https://ADDRESS_IS_SET_VIA.HEADER"
