Symptom
An agency refers a candidate to Job Requisition A, then the recruiter then forwards the candidate to Job Requisition B, where the candidate is shown as Agency Candidate type in the latest applicant workbench.

Reproducing the Issue
- Agency advanced ownership setting: Ownership for Requisition
- An agency user refers a candidate to Job Requisition A from Agency Portal.
- Within 24 hours, the recruiter forwards the candidate from Job Requisition A to Job Requisition B.
- In the latest applicant workbench, the applicant type on Job Requisition B is displayed as Agency Candidate.
Cause
This should be the expected behavior.
Resolution
According to the agency ownership setting “Ownership for Requisition” described in KBA 2676042, within 24 hours after the candidate is submitted to Job Requisition A, the agency has ownership of the candidate. Therefore, the applicant type will be displayed as "Agency Candidate" on Job Requisition B in the latest applicant workbench.
If the candidate is forwarded to Job Requisition B by the recruiter after more than 24 hours of the Agency submission, the applicant type will be displayed as an "External Candidate" in the latest applicant workbench.
