3778740 - Why am I getting "Purchase group not acceptable" error while creating user delegation?

• I see the error "Purchase Group not acceptable" when I try to create a user delegation.
• I cannot save or complete the delegation due to this error. 
• The Purchasing Group field does not appear required in the user interface (UI) but the error still appears when I try to save.
