3778747 - Email notification is not sent to users via workflow when standard rule 00000174 'Standard role for quality notification' is used

The standard rule 00000174 'Standard role for quality notification' is used with the function module QQWF_RESPONSIBLE_FOR_TASK to send workflow notification to the user who is responsible for a notification task. 

As per the function module documentation, the QQWF_RESPONSIBLE_FOR_TASK determines the person responsible for the standard task (workflow) from the notification, and if nobody has been assigned as person responsible for the task, the standard task is sent to all persons or organizational units assigned to the task.

Why email notification is not sent to users via workflow?
