3778960 - Functional Area is not derived in Universal Allocation after activating Functional Area in PSM context

Symptom

n Universal Allocation, Functional Area (FKBER) is not derived as expected during an overhead allocation run.

The issue can occur after Functional Area has been activated in Public Sector Management (PSM) context, for example via customizing view/table VV_FMISPS3.

Before this activation, Functional Area was derived according to the Cost of Sales Accounting / CO derivation logic, for example from the cost element, cost object, or substitution.

After the PSM-related activation, Functional Area may remain blank in the allocation result line items.

The issue may still occur even if the “Derive Functional Area” option is activated in the allocation cycle.

Substitution rules at FI Line Item level, FI Cost of Sales Accounting level, or Cost Center Account Assignment level do not derive the Functional Area as expected in this scenario.
