Symptom
Clarification regarding the creation trigger and timing of the Internal Candidate Profile when Data Privacy Consent Statement (DPCS) is not enabled.
The Implementation Guide states:

When, a Recruiter has searched for the Recruiting candidate and clicked on the candidate profile.
There is uncertainty as to whether the Internal Candidate Profile is created when the recruiter performs the search in Candidate Search, or only after selecting the candidate from the search results.

Cause
When DPCS is not enabled, the Internal Candidate Profile is not created simply by performing a search in Candidate Search.
The profile is created on demand (on the fly) only after the recruiter performs the following actions:
- The recruiter enters the internal user's name in Quick Search.
- The system displays matching candidate suggestions.
- The recruiter clicks the suggested candidate to open the candidate profile.
At the moment the recruiter selects the candidate from the search results, the system creates the Internal Candidate Profile automatically.
Note:
Searching for an internal user alone does not create an Internal Candidate Profile. The profile is created only after the recruiter selects (clicks) the candidate from the search suggestions.
Resolution
- Validate expected behavior: an internal candidate Profile is created when a recruiter searches for a user and clicks the candidate suggestion in Candidate Search (Quick Search). Searching alone does not create the Profile.
- Ensure internal DPCS is configured and accepted (by the user or on behalf) so that creation can proceed as designed for internal candidates.
- Be aware that the RCMDailyRuleBatch system job cannot be disabled from standard administration tools; use DPCS to govern creation and consent.
- Configure DPCS 2.0 for internal candidates by following the guidance in the referenced note to manage consent and control when internal candidate Profiles can be created.
