3779114 - Scheduled reviews did not auto-launch PM forms though job completes successfully

Symptom

  • Scheduled Reviews are configured to auto-launch Performance Management forms based on hire date offsets, but no forms are created.
  • The recurring Scheduled Reviews job shows “completed successfully” with no errors, yet expected forms are not launched.

Reproducing the Issue

  1. Go to Manage Scheduled Reviews and confirm a recurring schedule is active and shows successful completion.
  2. Identify a user who meets the schedule’s criteria (for example, hire date offset and other filters) on the expected launch date.
  3. Check the user’s inbox/Performance forms; the expected PM form is not created.

Cause

  • The schedule creator lacks the required permission “SCHEDULE MASS FORM CREATION”, preventing form creation even though the job completes.
  • The schedule’s target population and/or filters exclude the intended users, resulting in zero eligible users at runtime.

Resolution

  1. Verify schedule creator permissions
  2. Ensure the user set as “schedule creator” has the “SCHEDULE MASS FORM CREATION” permission (and relevant Performance Management permissions).
  3. Remediate permissions and re-create the schedule
  4. Grant the required permission to the current schedule creator, then create a new schedule and run it.
