3779143 - Preliminary FI document should not create CO document before final posting

Symptom

When saving, registering, or changing a preliminary FI document / parked FI document with a CO account assignment, a budget exceeded message such as BP604 may be raised.

During the analysis, it is noticed that a CO document already exists for the preliminary FI document before the FI document is finally posted.
