3779297 - Synchronization failed between SAP Build Work Zone and SAP Cloud Identity Services for Joule setup

When using the booster to set up Joule in the BTP Cockpit, the process fails and navigating to Joule formation displays the following error:
Synchronization between SAP Work Zone System <Work Zone system ID> and SAP Cloud Identity Services System <xxx> has failed. -SAP Cloud Identity Services System <xxx> returned a technical error for assignment with ID <assignement ID>: "failed to process tenant mapping notification: failed to update applications consumed APIs in formation "<formation ID>': Failed to get IAS applications during assign operation: failed to get IAS application with clientID <client ID> and tenantID <tenant ID> for UCL App ID <APP ID>': could not get IAS application with client ID '<client ID>': no applications found with filter clientId eq <client ID>': application in IAS not found"
