3779400 - Syntax error in program /SDF/RC_START_CHECK during upgrade

Symptom

Syntax error in program /SDF/RC_START_CHECK occurs during system upgrade. Details are as below:

What happened?
      Error in the ABAP application program.

      The current ABAP program "SAPLALDB" had to be terminated because it found a
      statement that could not be executed.
      In include "/SDF/RC_START_CHECK_F01                 ", in line 580 of program
       "/SDF/RC_START_CHECK                     ", the following syntax errors
      have occurred:
      Field "GV_COMPATIBILITY_PACKAGES" is unknown. 


In result of report /SDF/RC_START_CHECK, errors about item "SI22: GENERIC_CHECKS" as below might be displayed in logs:
_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/_/
The SDMI(Silent Data Migration)/<SDMI Class> is still initial in client XXX
Error: The SDMI CL_SDM_XXXXXXXXXXXXX is not uptime-capable on the next target release
