3779557 - PS_PROJECT preprocessing: deletion indicator fails with "a purchase requisition still exists" while deletion flag succeeds during wbs archiving

When archiving PS data for some WBS elements in PS_PROJECT preprocessing, setting the deletion indicator (DLT) fails with "Set Deletion indicator could not be set" and the messages "A purchase requisition still exists" and/or "Purchase requisition and purchase order still exist", while setting the deletion flag (DLFL) does not raise an error.
