Symptom
State-specific Data Privacy Consent Statements (DPCS) cannot be configured for new hires in SAP SuccessFactors Onboarding. When creating a consent statement of type Onboarding External 2.0, the Assigned Countries/Regions field accepts only country or region values. No field exists to target new hires by US state or any other sub-country division.
- New hires from all US states receive the same consent statement when a single United States country assignment is configured.
- It is not possible to create separate DPCS statements for California and the rest of the United States within the platform DPCS framework.

Reproducing the Issue
- Navigate to Admin Center > Data Privacy Consent Statement Settings.
- Click Create New Statement.
- Set Type to Onboarding External 2.0.
- Open the Assigned Countries/Regions field.
- Observe that the field lists country and region values only. No state-level or sub-country field is available.
Cause
The Data Privacy Consent Statement framework in SAP SuccessFactors Platform is designed to operate at country/region granularity. The Assigned Countries/Regions field is the only targeting dimension available, and one statement per country per type is the maximum supported. State-level targeting is not part of the current data model for DPCS. This applies to all statement types, including Onboarding External 2.0.
Resolution
State-level targeting within the DPCS framework is not available in the current product architecture, and no configuration workaround exists within DPCS itself. Depending on the business requirement, two paths are available: delivering state-specific content through the Onboarding compliance document framework, or submitting an enhancement request for native platform support.
- Navigate to Admin Center > Data Privacy Consent Statement Settings.
- Click Create New Statement and set Type to Onboarding External 2.0.
- Under Assigned Countries/Regions, assign United States to the statement. Note: This statement displays to all new hires with a United States country assignment, regardless of work state.
- To present state-specific content during the onboarding process, contact your implementation partner to evaluate a compliance document solution. SAP SuccessFactors Onboarding supports state-level filtering for compliance forms through the FormGlobalFilter object, which allows forms to be assigned based on both work country and work state. After completing the steps above, the DPCS is active for all new hires with a United States country assignment. If the requirement for state-specific consent delivery cannot be addressed through compliance documents, submitting an enhancement request is the recommended next step.
