3779716 - Error "You don’t have permission to access the profile content" occurs for external users in Latest People Profile

Users that are appearing correctly via global search are generating an error when accessing the profile  "You don’t have permission to access the profile content".

SuccessFactors Employee Central 2605

1. Search for impacted user in global search > no issue
2. Click on profile > error.

This issue is impacting users with account type EXTERNALRATERvia the Data Inspector User Account Table. 
This is expected behavior on Latest People Profile, 360 External Raters hold a temporary external identity with explicitly limited permissions, they can only access the specific 360 form they were invited to complete hence this profile is not expected to see more information.

Legacy People Profile behavior

We understand this was accessible in the legacy UI, and is acknowledged that difference. However, the legacy People Profile had a less strict identity model that allowed certain data to surface without explicit validation of user type. This was an unintended accessibility gap, not a documented supported feature — SAP's official documentation has consistently defined External Raters as having access only to their assigned 360 form, with no reference to People Profile visibility. The Latest People Profile enforces the correct identity boundary, which aligns with both the product architecture and the licensing model, as External Raters are not licensed SF users.
