3779831 - ASE installation fails with Status: FATAL ERROR on Windows Server - SAP ASE for BS

• Fresh ASE installation using the latest SWPM 1.0
• The installation directory for ASE has enough available disk space.
• Installation fails with the following error in sapinst_dev.log and ASE_Suite.log,

                            Status: FATAL ERROR
