3780177 - Designer cannot connect to ms sql repository with error "sql Server does not exist or access denied" - SAP Data Services

Symptom

  • Data Services Designer fails to log on to the repository database 
  • Error message: "[Microsoft][ODBC SQL Server Driver][DBNETLIB]SQL Server does not exist or access denied."
  • ODBC connectivity test to the same Microsoft SQL Server database using the Microsoft ODBC Driver 18 succeeds.
  • The issue can affect only certain repositories/environments while others remain accessible.
