3780643 - STMS import shows "system in upgrade, no import is possible" after system refresh

Symptom

  • Unable to import a transport of copies (TOC) after a system refresh or system copy.
  • Error message "System in upgrade, No import possible." occurred in STMS.
  • KBA "3446279 - STMS import: ERROR: Upgrade is running, no import is possible." is checked. But the system is not running upgrade.
