3780745 - OAuth token endpoint does not accept client credentials in request URI (query parameters) with JDK21 OAuth implementation

• During migration to the new OAuth implementation, OAuth token requests that pass client credentials as URI query parameters may fail.
• The OAuth token endpoint does not accept client_id, client_secret, and grant_type when provided in the request URI.
• OAuth token requests that rely on client authentication through URI query parameters do not behave as expected.
