3781268 - System Copy from SWPM fails in import phase with -testconnect exits with error code 12 - SAP ASE for Business Suite

• Installing target SAP system with source DB export(R3 load) using SWPM Export Import method fails with
  SWPM error:
  Last error reported by the step: Process call "C:\ProgramFiles\sapinst_instdir\BS2016\ERP608\SYB\COPY\SYSTEM\\STD\AS-ABAP\R3load.exe"-testconnect 1' exits with error code 12.For details see log files(s) R3load.exe.log).

  Server 'SID', Line 2:
  Attempt to locate entry in sysdatabases for database 'databasename' by name failed - no entry found under that name. Make sure that name is entered properly.

• When logged in through isql and checked, few databases along with SID databases are not created.
  Only devices has been created.
