3781630 - Error: "File … does not exist" when submitting a purchase requisition using the RequisitionImportPull SOAP API

Symptom

When submitting a purchase requisition via the RequisitionImportPull SOAP API, the request fails with the following error message:

Internal Server Error: File [filename].csv does not exist

As a result, no purchase requisition is created in the system.
