3782717 - IBP: Planning area activation fails with error that an attribute used in the <XYZ> planning area 'does not exist'

• Planning area activation fails with the error: "The <ABC> attribute used in the <XYZ> planning area does not exist.".
• The attribute <ABC> is not available in the Attributes app in the IBP system.
• Meanwhile the same planning area is being transported via a software collection and it activates successfully in the source system.

NOTE: the attribute name (i.e. <ABC>) and planning area (<XYZ>) name will vary in your system
