3782914 - There are two "dispatcher" (disp+work.exe) processes listed in MCC after upgrade system

Symptom

After a system upgrade, two disp+work.exe processes appear in the Microsoft Management Console (MCC) one running and one stopped
In the sapstart.log it appears

Starting at [date time]
