Symptom
- The General Audit -> Page Access report continues to return Page Access audit records even though Page Access Logging & Read Access Logging is disabled in the Manage General Audit Configuration.
- General Audit "Page Access" Report Generates Records While Page Access Logging Switches Are Disabled.
- The report is surfacing historical/cached data from a prior period when logging was enabled, without clearly showing the retention period , or Access data is being captured and persisted regardless of the toggle state

Cause
This behavior is caused by an architecture-level design decision in the User Interface Component (UIC) layer, combined with a behavioral change introduced in 2H2025.
1. UIC does not evaluate the Page Access audit flag before publishing events. The UIC always publishes audit logs whenever the corresponding page access actions occur, regardless of whether the Page Access logging switch is enabled or disabled.
The UIC layer was designed with the expectation that the audit framework is responsible for honoring the logging configuration — i.e., suppressing or not persisting records when the switch is disabled.
2. Behavioral change in 2H2025: PPX Page Access Audit defaults to ON. Prior to this release, the People Profile Page Access Audit feature was designed as an opt-in feature in Manage General Audit (introduced in release 2511).
Starting from 2H2025, the PPX Full Profile Page Access Audit was changed so that it is enabled by default for all instances and cannot be opted out. This means that even if a customer administrator does not explicitly enable the feature, the report will still generate records.
Resolution
Immediate Guidance :
This behavior post release 2H2025 is by design for the PPX Full Profile Page Access Audit, where logging is now active by default. The Page Access logging switch in Manage General Audit does not currently prevent the capture and persistence of PPX page access audit records.
Planned Product Roadmap :
The product team plans to make Page Access (People Profile / Employee Profile module) audit mandatory on the UI, similar to how Login Audit is currently handled. Once confirmed and approved, a UI change will be delivered in in upcoming release to reflect this updated behavior.
